That is a very crude measure of ability. I dont think it is complete enough. There are too many factors to take into acount. At least its a start though. I agree, the only thing you would measure would be a psion with normal psi output. You also didn't account for shield and the like. Shields aside, what if someone could store a lot of psi in their body when they draw but otherwise have low everyday output? It would be interesting to see a correlation like that, but as for the usability of scanning like that is pretty much useless. Unless you are working to graph the results. If we did that we might find something very interesting.

How on Earth is anyone expected to measure someone based on that scale, furthermore, how do you relate someone's power to time. o.O
'Mid-class detector' <-- Once again, what? Since we don't even have an accurate scale for someone's 'power level' for lack of a better term, how are we expected to measure someone's ability to sense and scan?
I'm going to go reread that again... This might be edited, so hang tight.

Edit: Yeah, I reread it. I don't think its plausible, nice try though. Explain the whole 'time-->power' thing and you might sway my opinion, but if you can't explain/understand the science behind it, there's no way you can determine a scale based on those principles.
Example: If I suddenly decided to say that an orange was going to turn purple, but that the science behind it was too long to explain, and I simply expected people to go along with it... Well, it doesn't look terribly good.
