I don't know what the best vision is but 20/20 means that you see something 20 feet away like it is 20 feet away. One of my Science teachers had 20/10 vision so things 20 feet away seemed like 10 feet away. If there is 20/5 or 20/1 vision I don't know but I doubt it.

not exactly related to constructs but you can channel a certain type of energy to the eyes to increase the focus and what not.... perhaps a construct could be made to do so also.... long exposure to this type of energy could be bad though. You could maybe consider working more on healing the eyes them selves or using a recycle protocol in the construct to keep the negative energy and channeling build up out. somthing of this sort can come with a bit of a high risk though.
as for using PK to bend the light for the effect of physical glasses its a bit beyond the normal ability and also would be dangerous if you could preform this. All I can say is be cautious when working with things as delicate as the eyes.

You can have vision better than 20/20. 20/20 just means that you see at 20 feet what someone with normal eyesight would see at 20 feet. 20/10 is seeing at 20 feet what they'd see at 10, and 20/5 is seeing at 20 feet what they'd see at 5 feet. So yes, there is better than 20/20. The vision doctor I visited within the last year rated my vision as 20/10...
