In my opinion those who practice this skill often believe power level and skill level to be the same thing. A persons Power level is how much psi that person is channeling at that point in time. Skill level is how skilled a person is in a particular skill. New psions may not be able to control their psi intake and could accidently overload, anyone sensing their power level could mistake them for a skilled psion. More experienced psions are able to exert more control over their psi intake and therefore look weaker then they actually are. So power sensing is a relatively useless skill because it doesn't tell you how skilled someone is, just how much psi they are channeling.
