I have trouble making them underwater; I can't tell when I have enough energy. Also, should I use the water as my energy source?

i remember this kinda idea when naruto was learning rasengan in the anime
first he had to pop a water balloon, for control; then a rubber ball for power; then in air for both at the same time.

yes their is a lot of influence of anime here not to sound mean or any thing but the techs on tv don't try their waste of time
