if you create a psi ball can a non-psion feel it or so if you say threw it? just wondering?

but don't throw it, rather warn them and have them touch it. cause something might happen if you throw it. (been done before , devastating results)

it wasn't done by me, and i'm not certain it's true (since i wasn't there) but there was a post somewhere here where a psion threw a psi-ball that accidentally hit a little child that was left in a coma. I don't know what happened since.
