is it possible(without using telekinieses)to create,program then let it go,could you of named it,then called it to you later and be able to have a great physical force,such as then spinnig of a dust devil,at any given time?

Im not really sure what you question here is, But I would have to say, yes you can program a psiball to come back to by naming it.
So yea, it is possible to name a construct.

You can only program a psiball with an ability you can do. If you can control the air enough to make a dust devil, then you can program your psiball to do it to.

I read your post and tried to create two psiballs to do what you described. I did manage to create the dust-devil one, and I released it through my bedroom window into my backyard. After carefully scrutinizing my yard for a while (a minute or two), I actually saw a small dust devil forming! The other one did not work, although when I waved my hand through it I did feel a brief sensation of heat. So I agree with Kudd: the dust-devil one worked because I think I am inherently good with air, but the fire one didn't because I don't have much experience with fire.
So, Rozuko, if you want to create psiballs that burst into flame, you'll need to practice A LOT with fire. If you want it to actually have an effect on the physical plane, you will need an incredible amount of energy. Or you could just create that psiball and flare it after you released it, so it looked like it caught fire on the physical plane.
