The psionic eye is basicalya ring no net of psi around you in a 3D circle sort of like a dot(person) in the middle of a circle(psionic eye). Once a person entered that circle you would feel their movements. A blind man could use this as a sort of 360 eye. But you have to get someone to make movements for you in the eye so your barin could register the movements and your body could correctly react to them. This really works but the one flaw is that some movements are almost alike. SO WHAT DO YOU THINK!!!!!!!!!!!!!!! ;D ;D ;D ;D ;D ;D
Edit:I just got this great idea what if you program it to make a picture in your mind. Also it could make pictures of no-physical objects too

This could definitely work, and I can see you're excited about it. ;D
Anyway, yeah. Good idea, try it out! I think it could probably work really well in the dark. As for the second bit, about using the psi to "see" things, that could take some practice, but I don't think there's anything psi can't really do, so give it a whirl, and be sure to post what you discover!

thank you for the comments. Also i just tried it and it works great also the seeing part works MOST of the time but only because my mind gets confused.
