On some occasions when I like experiment with a battery or something, I sometimes see a thin strand of electricity coming from my index fingers. So I guess some Psions can.

Static electricity can be seen in the dark. When you shock yourself in the dark you can see a spark or two. It's not psychic.

Is it at all possible that when you get shocked for you to harness that electricity from the battery in your hands and create it into a Psi Ball of electricity?

You would have to make a negativly charged sheild around your body for safety(to repell the electricity) Yes it's possible. I have made constructs with an electric charge and shocked people at a distance. (5ft)
EDIT: The construct itself delivered the shock. It was not like a bolt of lightining lept from my fingers or anything.

It is not posible for electricity to pass that long way beacose it has tantion to go to nearest possible way. But you could actually let fiber made of psi and let electricity go through that fiber. If secured enough it should be possible to pass full shock to someone/something.

I don't know if you can conduct the electricity out of a battery, because charging works slightly differently. Actually pulling energy from the battery... I don't know, even with psi, I don't think humans are equipped for that. ^_^

I don't know, even with psi, I don't think humans are equipped for that. ^_^ I find it quite easy, same as drawing from wall outlets. I can keep a ipod/phone going for a month, or make it die within thirteen minutes. (both from full charge) I don't know exactly how to explain it, but visualize... sizzling yellow energy forking toward you in a large stream. It can give an overload rather quickly, and is quite painful if you forget to change the type of energy before holding it inside yourself.

The problem with pulling energy directly from a battery is that its power is produced by a chemical reaction. You would have to physically act as a catalyst in the reaction in order to draw energy from it at the pace you suggest. This may be possible, but does not seem especially so.
Recharging a battery would be much more plausible, as an electrical current simply reverses the chemical effects that took place when the battery was used.
