um the psipog link is broken. But the cloaking shield is basiclly a : please don't notice me shield. So don't expect to be able to walk around like a ghost or anything. A psion with years of training could make it seem like their not there. But very few people really want to spend years training just for that.

Anyways, why would you want to do that?
Okie Invisus, cloaking shields are somewhat a construct. It could go under both. You construct/program a shield to be a cloaking shield.

Technically even a psiball, that holds together, is a construct. A construct by the most common definiton is a bunch of psi/chi/ki that is told(programed) to do something. So when you make a psi ball, it is programmed to stay together. A cloaking sheild is more difficult and has more complicated programming than "Stay together", but it covers a target, thus making it a sheild.
So cloaking sheilds are both a construct and a sheild.

I am going to say that you've made me understand, when in realty you just made me wonder why theres even a construct board if everything that holds together and is told to do something is a construct, then shouldn't the majority of construct posts be under psiballs then? (I'm not trying to create trouble, I'm just a confused little noob)

A psiball, is the simplest form of a construct, that is why it is often classified seperate. It is normally just programmed to hold together. This makes it something for begginers to start with.
