People that post their site here are always interested in my opinion of their site. They always expect me to say how great their site is and never the bad parts. So here is what I look for and at when I look at a site:
[you]Forum[/you]
Content: What sorts of boards do you have? Do you just have a few or do you have thirty. Five isn't enough, unless you are doing sub boards and thirty is far too many. No one wants to scroll down forever.
Color: Getting all the colors is tricky. I know it's a lot of work that will take you a good two hours, but it's worth it. You need to make sure the font is readable against the background color. Stay away from bright colors. Try picking one to three colors and then use different shades like dark blue, med. blue, and light blue. Make sure when you highlight, the font can be read. Make sure when you put the mouse on a board, the highlighted board can be read.
Point of site: If you want to teach, have something to teach. Have lots to teach, not just your normal psi ball, or basic shield. My advise to you is to start teaching fifty people before you make the site. That's what I did. Get on Chatrooms and start helping newbies If you want to provide services, have the service ready, planned and tested. Don't wait to test it once the site is up. If you want to just talk about psionics, make sure you have a lot of topics to talk about.
Posts: I want to see one intro to each board you make with a reminder of the rules and then at least two other threads in each board for people to start talking about.
Topics for boards: Look, you don't need thirty kinds of kinesis. It's all telekinesis used for different material. If you put sonokinesis...well that just sounds made up and fluffy.
New ideas: sure, there is pretty much a site for everything, but you can come up with something new, doing something in a different way. Come up with a new training program, one that works too. Come up with a different way to talk about psionics. Try things from a different angle. If you are just being a "site for newbies, trying to be better than Karen's" that isn't going over well. You're not the first person to try that nor the last to fail at it. Every single person that tries that is an obvious newbie who can make a psi ball and a shield and nothing more. I've never seen their site get more than 200 members at the ever most.

Kinds: so you can code, or to do freewebs like me, or any of the other make your own free site, or buy a website. Most people don't have money and can't code, so they pick freewebs. Freewebs isn't all that bad, but note: unless you pay for an upgrade (Apollo has so kindly paid for mine) you only get 20 pages. That isn't much, but it's the best offer out there. So use your space very wisely. Combine articles so all kinesis is on one page. All telepathy articles are on another.
Articles: If your article isn't at least 600 words long, I'm not going to like it at all. It doesn't have enough information. You should have the definition of the skill, why learn the skill, how to, what dangerous there are, tips, how to deal with problems, where to practice this and when. If you just have three articles, I'm not going to be impressed. Start writing the articles before you advertise the site.
Introduction: Now, psiworld for over a year didn't have an intro and man did I get my butt bitten off for it. Finally I wrote a nice good long one that covered everything the site was about, but let people curious. You should write about why the site was created, who the site was for, and what can be gotten out of the site.
Links: I would have a link section and I would be careful with what sites you put on.
Others: there is so much more you can put on like a video section, though be warned that many videos are or look faked.
Please don't advertise your site hours after you made it. Work on it for a week to get everything typed up and worked out. Also I will not mod on your site. I literally don't have time. No offer will work. I have given you all that I know about making a site and the finer details are something I feel you can do.
