It does, because I recall in one book in the Bible. Can't remember, detruomety maybe, but I knew it said something about don't practice the art of Magick, or look up to those who do it.

Well, if you cannot do magic, then you cannot do psionics either, seeing as how psionics is a subset of magic.

I think you are taking the bible out of context.It says not to take part in witchcraft.And psychic powers aren't magic unless every single human is a witch or warlock.
Their are a number of stories about Noah,Job,Paul and many more who in context had psychic abilites that were given to them by God.And in Cor:12 it says the God has given man the powers of the spirt.With precognition and such.
Just my two cents.
