Better? I'd suggest the light making it so its emanating in two directions while the inside swivels like on police sirens. If you don't want to get that complicated then I'd suggest maybe a tad smaller light, and the light, container bit better shaded so it looks round.. Argh. But that's just me who's a critic. I may try and improve it myself, although right now it suits its purposes well.
Ignoring all that. It's good as is but if your looking for more detail then maybe make the light and overall size smaller so it can maybe fit in an emoticon.
EDIT:
Ack. Just leave it as is. I've been around amazing pixel artists way too long.
