actually being back in time? able to manipulate things?
pick up a physics book. some theories say it is impossible to go back in time, others say it is possible but would require a large about of energy. either way, it's not going to happen using psychic ability.

If you refuse to pick up a physics book, or you refuse to believe it's impossible, the phenominon you would be looking for is called chronokinesis, however If your luck is as good as mine, You'll find that all the techniques for chronokinesis are either derivitives of remote viewing, methods involving the speeding up your perception(to make time seem like it's going slower) or the slowing down of your perception, to make the world seem to move faster.

After making a few short reads in physics and looking at the actual thought of what time it'self is, I decided that most forms of time travel are either impossible, or do not allow manipulation of previously done things. if you think about it, time is merely a measurement of activity, done by the mind, comparing previous situations to what the present is. In short Time only exists in the mind, the past is gone leaving no more than traces of what it was. That's my opinion.
